How charters buy
It varies by state and by authoriser. Many standalone charters buy like a private school — the operations director agrees a scope and signs. Others inherit their authoriser's procurement rules and must run a competitive process. Charter management organisations often buy centrally across a region, which turns one relationship into a dozen buildings.
The building is usually the complication
Charters frequently occupy converted commercial space, shared district facilities or leased buildings with landlord obligations layered on top. That changes the cleanable square footage calculation, the equipment you can actually get into the building, and sometimes who is responsible for common areas. A walkthrough matters more here than anywhere else.
Co-location
Where a charter shares a district building, cleaning responsibility is split by agreement and the boundaries are often unclear in practice. Getting that written down before the contract starts prevents the argument that otherwise arrives in October.
